[Olatti] Platform Update_Version 0.4.2

Hello everyone! We have updated the Olatti application with the changes listed below.

Department Admin

• Introduced the new Department Admin functionality, allowing admins to manage and access data within their assigned departments.

• This feature will require additional testing and validation in the Production environment before being fully released.

Chats Refactoring

• Completed a significant part of the Chats refactoring to improve overall performance, stability, and maintainability.

Voice Feature

• Introduced improvements related to the Voice functionality, enhancing the overall calling experience.

System Fixes/ Improvements

• Implemented various system fixes and improvements to enhance overall stability, performance, and user experience.
